you better don't call it unmanaged, when you take the control panel out of the picture. IMHO atleast the basics should be covered. ( ramhost cp, kiwivm are examples which I use and comfortable with)
I'd like to see providers build on this approach, with a menu system for re-install, etc.
Certainly it's doable, and could be vastly more secure than publicly-accessible php/sql.

Personally I have had a fair share of VPSes I didnt even know if they have a control panel or not.
I could cite vmware and xen as some of those.
I do not install the os every week-end, i can do a console reboot, i dont remember having to call support.
Heck, I can even issue the passwd command :P
I agree this is a problem if you need to reinstall frequently (dev box) or a bad host with a lot of downtime and broken templates/restarting, but I would trust many hosts featured here with it.
A no panel VPS ? I had tons, been happy with, can certainly do.
No panel VPS only option ? At times I need a dev box, i can usually do at home or get from uncle, but it might be not a good idea for the general public.
So, go for hybrid solution. Offer both but at same price, this way you will avoid the kid problem, "where is my buttons ?" because they went for the cheaper version without checking the terms.
I would need at least reboot access. Ideally reboot and VNC. However truthfully I don't see a purpose in buying a VPS without a control panel when the cost should not be more the .25-50 cents per vm on a full node.

this is the reason customers should have a choice not just the SolusVM panel but alternative solutions
Maybe it would be better simply restricting access to the solus installation instead. Maybe only allowing clients to connect via a proxy or VPN? Or just locking down the directory with .htaccess
evorack kinda has this. About 0 chance to exploits, but functional enough. More should do like them.
Or make it optional. Buy vps with or without a "web-ui". Personally I rarely need them, only for 1-2 test servers. For the rest, I can wait for a manual reinstall.
