If you are expecting this for $7 or less I am not sure your going to find much in that location. Ashburn, VA providers generally have higher quality transit as they are one of the main hops between US and Europe.
Even Leaseweb which is one of the more considerably cheap hosts in this region who is offering 1GB for $4.95 still charges at least $17.97 for 4GB ram and 4 cores.
I imagine the only way you will get close to your requested resources is if you can find an OpenVZ provider willing to provide a discount, I don't see it being very likely that you will find a KVM with those specs at $7 or less.

Leaseweb VPS is your best bet. There's also HostUS which uses Psychz.
