I'll probably not found it, unless you doesn't care of using 10Mb down/1Mb up port.
Host1Plus is about the only option for this that I have found reliable. However, they have raised their price recently for their smallest server to $4.50 per month when Brazil location is chosen and it needs paid 6 months at a time.
