I didn't realise IT wages in other countries were so low. Seems weird though that I could hire a whole team of people for a month on a decent wage for the same price as my groceries.

Because IT is often the only decent paying job, it tends to attract anybody with a basic math/science education. In Belarus, there was a program (backed by World Bank maybe) to re-train its surplus of accountants to become developers and QA testers. These guys (and gals) aren't stupid - but they are following market demand as opposed to being dedicated, self-starting IT professionals who probably started coding when 12 years old.
Titles are also handed out rather liberally: "Juniors" are practically interns out of high school whereas the "Seniors" might just have a few years experience but decent skills to work on independent projects. (But these seniors will ask for US$3000+ per month.)

But salaries in IT are $2000-4000 (for specialists or "pro")
Namecheap is a decent size company but I'm assuming the margins are razor thin and outsourcing makes sense.
