Yeah obviously $700 is a very high price, if really that high would buy month license from whmcs instead.
Low version owned lic without support should also come with a lower price as buyer need to buy support after transfer.
So that depends on, owned lic could come with higher but still reasonable price.

with owned whmcs, $99 x 3 = $297
