I don't believe in censorship. I don't want to purchase from German Censor-Nazis that would close down my site for correctly labeling them German Censor-Nazis. I don't want to purchase from a man who has to close his eyes when women take off their shoes. If possible (nice to have) I don't even want to be under threat of DMCA take-down (where you are guilty until proven innocent and have everything to fear if your have a parody or your users post violating content against your terms). VPS should be cheap and hopefully run Ubuntu (or VMWare). Another nice to have would be terms which don't allow the account to be closed for any reason at any time. The biggest problem I need to fight against is take-down when I personally have done nothing wrong. I have no more control over my users than any other site. I can tell them not to do something until I am blue in the face but I won't know until after the fact. I cannot review every post personally before it is put up. Imagine if google.com had all their servers taken away every time a user uploaded something they shouldn't to Google drive?!?!? This is the type of terms and conditions most VPS have.

I am not super-paranoid. Sites are taken down all the time because of something a user of the site posted! The site operator is often responsible for everything posted as if he/she had posted it himself/herself. I also don't want to censor users. I want them to be free to express their true opinions EVEN IF I DO NOT AGREE. This might be a strange and foreign concept to you.
Then prq.se is your choice. They basically allow everything except spam, hacking and child-porn.
I love this prq.se company -- but it doesn't appear they offer a VPS solution. Perhaps no one offers such a VPS since free speech supporters are rare when they must actually resist the thought police through action (as a hosting company would) instead of simply wear a blue ribbon.

Maybe I don't understand your question about knowing the difference MikHo? If, for example, a machine running ESXi with 256GiB of physical ram in turn ran 30 instances of ESXi each with 8GiB ram assigned to them and someone provided me with the login to one of these 30 instances I could create my own Ubuntu virtual machine(s) which would be all the same to me. The point is that I should end with Ubuntu but I don't care so much how I get there. Colocation/dedicated with my own redundant hardware is possible but way overkill for my current needs. If I cannot get Free Speech unless I also spring for dedicated hardware I would believe it but am sorry to hear so.
Hate speech should be allowed for everyone. Not only for jews and christians bashing muslims, not only for the whites bashing hispanics, not only for americans bashing the rest of the world.
We either use the same measurement for everyone or we allow everything.
Free speech means the ability to publicly express opinions even if they are in minority.
For now the majority controlling the power is white and christian/jewish/straight, but the first two might change one day and they wont like to be treated as they treat the others now.
When people will think of democracy as a way to defend their rights and freedoms too and not as a threat to their domination and a loophole exploited by the "others" to bypass their wicked laws, then we will have progress, but I do not see fear subsiding so fast, especially since they are losing battle after battle and it costs more every year to maintain the same aggressive policy.
It is clear the end is coming and they should prepare for it by giving back the power to the people, one day they will be part of it too, not by "consolidating" their gains at the expense of the others by force (of law, of weapons, economic).

Ok, you get takedown requests? Why? Why do you worry about DMCA if you have no copyrighted content? What do you host? Far right? Far left? Anti Israel/Jewish / Anti Muslim? Nationalism?
This is EXTREMELY important to know, as you excluded the "100 % free speech zone" US - Far right and nationalism needs to be hosted in an entirely different environment than Antifascism/Far left, Anti Muslim is best to be hosted in strong christian or muslim negative countries (Switzerland is popular for that to some extent), Anti Gay gets to be more popular in Russia now (untested, but with government position on it... one can rely on that).... and so on.
From your post i'd assume far left (else you probably would not use nazi in a negative context) and German content which is... easy. Just get a VPS in Ukraine or Russia and be done.
