Backup/Storage VPS for $40/year?

Title says it all. Looking for a vps to become a backup target, and MAYBE throw a copy of owncloud on.
Currently using a free-tier machine on AWS, but paying roughly $40 a year for an extended block storage, so just curious to see if there was anything else in that price range.
