Does the package offering exceed your reseller limits? Probably specific to your account, I would contact the provider.
Could be overselling is not enabled?
most places allow you to set stupid high limits like 9999999GB however they don't allow unlimited so may try that see if its just because of unlimited, that is if you are trying to use unlimited if not as mentioned above make sure that overselling is enabled by your host
