Have a look at CloudHostr and their $1 package (VAT not included I guess). It's no loger such bang for the buck and I'm no loger their customer, but I remember they were pretty good.Derp... I just logged into their CP and there is no such package for $1... I'm not sure how VirtKick really works (maybe I'm some kind of legacy user?), but if you want you can ask their support.

Indeed but you should keep in mind only the greater bandwidth amount from in/out is charged, so if you use this for VPN and your traffic is same in both directions, you can use 500GB in AND 500GB out. Whereas many other providers meter data transferred both ways regardless, so on a "2TB" plan you could only do 1TB+1TB in/out.
