One of my clients looking for a VPS with specs that matches Scaleway Starter Cloud $9.99. This will be used as a web server and he has around 15 wordpress websites.
- 4-6 Cores (Atom is OK)
- 8GB RAM
- 200GB SSD/HDD
- 100Mbps unmetered or 1Gbps 2~3TB

If you want the Scaleway vps then that's what you should use. There isn't anything else directly comparable.
Why not use "Scaleway Starter Cloud" out of interest?
he wants a provider that accepts Paypal, scaleway only accepts credit cards
Closest I can suggest is the Online XC dedi, 16 euro/month+20 setup, 250gb ssd, 16gb ram, and you get all 8 cores to yourself:

Like Scaleway, the storage is not raid, so you have to arrange for mirroring or backups. Online's main site does take paypal even though the Scaleway branch of the same company doesn't.
Get a paypal mastercard?
If you can get one of those, you aren't nickel-and-diming over a $20 dedi.
Its a prepaid card though, anyone can get one (I think) it just deducts money from your paypal balance, that's what I use anyway when someone does not take paypal, I just use my prepaid paypal mastercard, so then.. they take paypal anyway
Oh. This is the only one I was aware of. I thought you were being sarcastic, because apparently it is a bit difficult to actually get a PP (not prepaid) Mastercard.
