I'm trying to find a cheap but reliable server for one of my long term but without much traffic project. Can anyone tell me if there's any offer that matches these:

KVM or Xen

CPU >= 2 cores (CPUs)

Memory >= 2G Ram

Hard Disk > 70GB

Price around $15

BudgetVM has good Xen offers for the pricing. ($16.99 for 2GB Xen)
