No sane provider should ask for a scanned copy of the credit card without you blocking at least 8 middle numbers. Unless he doesn't want customers.
Are you speaking from a customer perspective or from a business perspective, from a company owner looking to keep fraudulent orders down?
Annnnnd we won't ask for a photo of your credit card, either. We don't even deal with credit cards directly; the only payment module that does credit cards is Stripe, and then we only know it as a token that only works from our website.

tl;dr: Sign up with a valid address (i'm not going to accept 1234 asdf st, anytown, ny, for example), and pay with a payment account with a reasonably similar name. That's about it.
