No coupon code needed. Just confirm your email (important to do that as a first thing after creating your account), then add a credit card. Should get you 10 usd to start out with. If you dont have a credit card, just hop on live chat and ask the nice guy for some test credit. @onapp_terry seems to be there quite a lot.
Then select the Rio location, custom package. Drag all the sliders down to their lowest option and you should get to that 3.8 usd mark.
Not sure about Cloud.net Brasil locations but I've been using their Buenos Aires location for a month now and it's been really good. Haven't had any downtimes.

To be fair, the link you supplied links to their OpenVZ VPS line in Brazil, I believe that @inthecloudblog was pointing out that they do not have their 'Cloud Server' range available in Brazil which would be needed to provide Windows, which was part of the OPs request.
Host1Plus only provide their 'Cloud' offering (KVM) in Frankfurt and Chicago.
If Linux would work for the OP though, Host1plus has been pretty reliable in Brazil for the most part other than a few small outages I have seen.

Would probably be cheaper to get a VPS in the US with good connectivity to Brazil, did you consider this option too?
