You can't buy them. They are a public resource and are assigned by location respective RIRs.
RIRs include: RIPE for Europe, ARIN for Americas, APNIC for Asia, AfriNIC for Africa. Contact them to become a member.

@pttbbsonline You can request PI IPv6 space over a LIR (RIPE NCC Member). RIPE will directly assign the space to you. But it's more expensive than rented PA space.
