The most important thing for me will be good network peering. I'm not 100% sure on the Chicago location. Most of my clients are in Dallas, Chicago, and Orlando. I'm just guessing I will get the best latencies by using Chicago as the hub. Please make any suggestions you think would work better.
Primary use is for distributing software updates to client servers so I need the network to be good. On average I push out about 1.4TB per month but I want to ensure I have the room to grow.

Have you tried OVH? They are starting from $ 3.49 and has a data center in North America > Beauharnois (CA). I've been using ovh for dedicated servers, but I think the VPSs have nearly as good internet speed.
I also recommend host4fun, they have multiple US locations.
