You can do it with CloudFLare. It's free, ultra low RTT and they have an API.

I use dnsmanager for personal sites. Comes with an API, but no DNSSEC sadly.

Yeah, just add domain A record to those system

If you just wanted to update an A record, you could use HE.net's free DNS. Since you are wanting to add a record, I don't think that it qualifies anymore.
