I don't know any african provider beside citynethost in Egypt.
Most if not all of africas bandwidth goes through europe.
I can't get an answer out of them about if their traffic destined for South America actually gets routed to South America, or if it's routed to the US through their "complex VPN" then to South America.
I posted in that LEB posting, emailed them, contacted them through their "Contact Us" link. No response. So I would not say they're viable for South America.

You won't really get a LEB in Africa, because bandwidth is so expensive in Africa.
That is why the cheapest option in that South African VPS that Keith linked to only has 5gb bandwidth.

Cape Verde is pretty westernised but you would probably have to use a satelite dish for internet. Same for Bechuanaland, Dahomey and Northern Rhodesia. However internet is pretty non existent.
I personally wouldn't touch Egypt, I know a few big companies have used a datacentre in Tunis before.
Egypt aint too bad its just some company (That i shal not name here) has bad routing and must be overselling bandwidth.
What about Nigeria LOL? XD In Zambia all the routing goes through the UK for some reason.
Egypt's country is controlled by the military. Also most of the egyptians I have known were weird and I couldn't imagine any of them being able to log into a computer let alone operate a datacentre

Actually my current doctor(s) are from nigeria (nhs) and switzerland (private).
Oh and I had an operation last year from a canadian doctor (nhs) seen as your quite interested.
I think the people at CityNetHost in Egypt did a pretty good job, i used to run a minecraft server on their 512/1024mb server for 15$/6months. Ofc it was down during the Egyptian uprising/revolution but apart form that, it ran pretty stable (but had a very slow network)
