So Fran, if any user user the LU vps for torrenting, and they had a DMCA email sent to them/you, is it still ok? DMC still ignored?
I believe his point is quite clear. DMCA -> ignored. EU law complaints -> you may die.
And even then I'd take a good stand at arguing it if room allows There's many DMCA's/claims that are completely bullshit and I've had the luxury of arguing with them.

From a legal point the cut is not clear here, no, as IPs run on a US shell which is liable to DMCA - plus DMCA is location dependent, making it applicable to CA companies in US as well (see Megaupload, which was incorporated in HK).
For EU, pretty simple as the CA/EU combination means only EUCD things, but no DMCA.
That's not been active for some time, the data just never updated with ARIN. Its been on my TODO list but not enough hours in a day.

Why not buyvm? Because I'm assuming they don't accept BTC? Maybe there's a reseller around here. Likewise you could just use a friend's address unknowingly and pay with a prepaid visa. It'll cost you a little extra though through fees. If you can deal with spending some extra cash and really don't want buyvm try out novogara aka ecatel.

8 years ago they handled abuse manually. They were willing to deal with small amounts, and turn a blind eye to sites with some user supplied infringing content (risky linking sites). After enough complaints however it was a 30 minute resolution or you get nullrouted for 6 hours and eventually the boot.
To be fair one particularly nasty company had the idea to send 8 abuse mail's with different URLs (sort by field X, sort by field Y etc) on the same day and server.lu obviously went 'yeah not worth our time'.
TL;DR I would not consider them "DMCA ignored" based on experience 8 years ago.

Yes we've been slowly reopening reseller stock while we've been completing some maintenance to those nodes. Still hardware upgrades coming down the pipe but the changes we made greatly helped the nodes already.
Root is pretty easy going but if you become a pain in the ass they'll likely make short work of you
