Looking for a small server for private proxy

I'm looking for a small vps located in europe for a private proxy.

Specs:

1 CPU
256MB ram
5GB hdd
1TB@1GBit/s (and I would like to use 400 MBit/s, so please no really oversold servers)*
Europe (prefer mid or east)
IPv4: NAT would be enough, IPv6 would be great

Budget is around 2 Euro per month (can be adjusted if there are great offers)

*I don't expect a dedicated 1GBit/s port for 2 Euro per month but I would like to get a faster connection than on a 100 MBit/s port

Rapid question, why would you need 400Mb/s for a Proxy? Do you intent to run torrenting inside of the proxy?

No torrenting. It's not like i would need it all the time but I would like to have the chance.
