We have a small problem
Our budget is limited it's about $250/mo and we want to buy 2 dedicated servers one Master Server and the other one will be Slave Server.
-We already have a backup storage in Germany.
-Our aim is to provide affordable vps hosting.
-We searched for lots of data centers as (ovh , dacentec , nocix)
-Also our budget includes control panels (solusvm , virtualizor) prices
Q1: What do you suggest for our server specification ?

I don't understand why you need a dedicated server for the master? Is that just going to be hosting the control panel(s)?
Waste of resources if you ask me, unless you're planning to lease VPS on it as well.

Here's advice: low end might be an awesome market but you won't be profitable for a few months if you market just to low end people. Start competively priced for quality, then when profitable merge to low end services also

which part you don't understand to clarify it ?
You may need to bump your budget. If you are wanting a vps/dedicated for master and another dedicated for slave as well as software and you did not even mention IP address.
For master you just need a good VPS.
I'll be more serious about it then.
