We take in consideration only legal authorities (ex. police authorities) and we never had any issues in the past regarding this sort of things (copyright content, videos, movies, etc).
Why is it still normal to ask and sometimes even offer this stuff that isn't right.

Since the request is technically, "I know I am doing illegal things and need a place to host it which will just ignore the laws" I would say these requests are a bit immoral or unethical from go. I am not saying I believe that all the laws should be enforced, but the fact that the OP knows what he is doing is illegal and is still asking for someone else who will accept illegal activity, there is no plausible deniability regarding the OPs use of the service. This actually makes the hosts who offer these services complicit in the OPs breaking of the law.
(inb4host says it isn't illegal 'here' so they don't enforce it)
The fact it is obvious what the OPs intent is and the fact that LowEndTalk is hosted by a US company should be enough to know better than to offer these services here.
I really don't think LET is the correct place for these types of requests.

Third, the DMCA is an American invention and its enforcement stops beyond its borders. The vast majority of the world is not bound by DMCA. The DMCA is irrelevant here.
