Can't Access OVH VPS
I'm new to OVH, got one VPS during BF, been idling until today. Want to play with it now but I'm unable to access using SSH, PuTTY always return "Network error: Connection time out". Reinstalled the OS several times but nothing change. I also notice that re-installation was very slow. On my panel, PING and SSH are green. Am I missing something here? Does OVH use non standard SSH port (OVH tutorial is using port 22)?

VPS reinstall usually is slow. What comes up in the KVM console in the panel? If it lets you connect to the console then it installed fine probably. If it doesn't let you connect then the install process is still running.
Call them or open a ticket about the problem.

Can't access either.

SSH installed?
Time to submit a ticket, remember that multiple tickets and updates to your own ticket pushes it to the bottom of the queue.
OVH VPS Reinstalls should only take around 10-20 minutes (and that's at max), occasionally it will take longer but there's also times where their system goes haywire and shit gets stuck. When it comes to simple things like that just call if you can or open a ticket and they'll get it fixed.
22 is the default SSH port so if you can't access it after trying a few reinstalls there's probably something messed up.
Their support is pretty good if you give them a call. And you won't have to wait the general 24 hours for their ticket reply
Is my case an exception?
I received a reply for my ticket (and they fixed the issue) in just four hours. That's quite impressive. I don't expect them to reply that fast.
Keep that expectation. It's healthy.

If you're in the US, 1-800-OVH-LINE, have any ticket numbers, your VPS hostname (vps#####.vps.ovh.ca/.net) and/or IP avalible and they should be able to work it out and fix that
