I need a VPS server cheapest.Currently I am have bought for only 2$ / month 100GB space and 800GB Bandwidth....512MB Ram.
I need noVNC feature in control panel must.It is mandatory requirement for me.noVnc like impactvps enabled in their control panel .I have also requested to my current provider to enable in .
If possible please provide me trial account to check if noVNC is working or not.

Why noVNC as opposed to any other control panel with a web VNC app?
Ramnode integrates noVNC in their control panel. I used it the other day when I firewall'd myself out of my own VPS. It works.
Pretty much any provider that uses solusvm has novnc Enabled most likely as we have it enabled on our nodes with ssl/tls encryption enabled
We could do this for you in Tampa, FL. Our custom control panel offers noVNC (no Java here).
DO has a custom noVNC or something like that.
DevCapsule has their own control panel which provides a link to it (at a cost lower than DO and most others, I can say.)

Vultr, OVH, DigitalOcean, etc all have KVM VPSs with NoVNC. OVH's and Vultrs are the fastest and work the best in my experience.

Any provider that will give you cheaper than $2/m service is basically giving you free service. Transaction fees for most gateways are around 2-3% and some have a base fee of $0.30 with that. Not to mention license fees since most that offer cheap use Solus. Not trying to be negative, but if you got a great offer, best to take up the annual payment.
