What kind of specification are you after?
The VPS specification can be minimal since I'll be running danted-server. I resell these for commercial usage. I've had no abuse reports from 50+ customers within 2 months plus I tcpdump everything and securely store it off shore if any abuse does happen.
We do $1/month additional IPs. PM me to discuss locations and options.
We provide IPv4 at $1/mo aswell.
OVH offers additional IPs without monthly costs. Just a one-time activation fee.

I think BuyVM / @Francisco have additional IP's for $1 extra.
but you miss something. They never have stock which for me is a massive turn off for any host.
They're still deploying their new slices so thats probably why, I have a couple of servers with them and I can't complain in anyway. Their support is great too.
I'm sure if you ask @Francisco he can put a server aside for you to order when there is stock available.
