Need a dedicated RDP box (15-25usd)

I am looking for a vdedicated server/rdp box. Ubuntu or preferably windows all setup. Admin access. I will be using it to do some light youtube watching previewing and encoding.

I want thing to be smooth. I dont think a vps offers the speed I need, for example when I try watching a video it lags and flickers. Need at least 1TB data. EU location with good connectivity to Asia.
