I am not going to send spam or marketing emails.
Can i run windows with 1 gb ram?
You can get Windows VPS from us.
Define cheap and the resources you're after ;-)?
Windows 2008 just fine on 1GB, for 2012 better get a more resources

Neuprime cheap Win deal still available. License included.

Their TOS states heavily that they can't be used for spam. It also states you can discuss your situation with VirMach if you plan to use your server for mailing purposes. I'm sure they'll allow a server to be used for educational purposes, as long as you're not sending hundreds of emails an hour.
Vultr, DO, Interserver,...just $5-$10/month. Very cheap.
Do they allow Windows without paying for license in addition?
Aruba allow Windows but cost being 6,50 EUR per month instead 1 EUR
