I think you can't find anything with this budget (In Spain), $80 is the cost of power compsution of a basic server with 300W, and the cost of the server is not free...
In Spain the energy is very expensive if you compare as other EU countries:

Ehmmm, no. Maybe $40 running a burning test 24/7 but definitively not $80.
Take a look at the Intel G1620. Cheap but powerful. CPU + H61 mobo + 4GB RAM = 100€. Full PC running under 100W. With G1620T, under 60W, but it's more difficult to find.
We currently use Rackspot, but they only offer E3 or higher servers in Spain
Are you calculation on the base of Spanish energy costs? 300W for 30 days costs ~60 Euro/Month in Germany with the cheapest energy-mix (nuclear+fossil).

Yes. Energy consumption cost (0.13€/kWh) and VAT (21%). That's low voltage electricity cost, at higher voltages it's cheaper.
