It's a custom control panel, which is interacted with directly from WHMCS. Basically you can startup/shut/restart your VPS, view/set your rDNS, reinstall OS (see list of templates), view CPU / bandwidth usage stats.

Upgrade to 13 IPv4 is now an additional $3.50/mo instead of $5.00/mo. So for 512 MB KVM, that is total $7.50/mo.
