I signed up for SemoWeb when they ran that $12/year VPS promo earlier this month. So far they've been pretty good.

I signed up with GridVirt.com 2 days ago and am impressed by the service quality so far. But they are not really within LEB prices and two days is not enough for more than a first impression.
+1 for DigitalOcean
For me it would be Gridvirt. Just finished a initial review on them actually. They don't fit the under $7 shoe though.
