I use Hetzner's Storage Share, which is essentially a managed Nextcloud service. It's really affordable and works great.

If you really want some pain, I think you'd like CloudAtCost.

I'm not sure how best to describe them in legally defensive language, but cloudatcost, still in operation, is widely derided. They seem to be in a category with no equals.

The only time I've really been burnt was CloudatCost.. I tried them on advice from someone who I trusted a little too much.. Was good service for exactly 180 days, the exact time for PayPal disputes
