If you have X number of disputes, PayPal locks your account. Nothing out (excepting by PayPal themselves)- you can pay your current debt into it.

Why are you forcing yourself to do so much work? You need to force your clients into a paypal dispute. At which point you just worry about paying paypal. They will likely give you a payment plan.
