it's 1$ minimum spend, you can spend that 1$ in any of their other services and the DNS becomes absolutely free, don't you think?

Sure. Then don't offer free tier if you do not want good sign ups. Instead straight up ask for 50 cents a month administration charges for a free tier or something like Scaleway Stardust etc (Image)
