The fair-use policy is pretty much to make sure that people aren't hitting the port 24/7 at full speed, in that case sure you'd need a dedicated port.

Other than OVH, I would look at @xHosts they are having a easter sale for 2Gbit with Limited Bandwidth and after you use it all. The speed will go down to 1Gbit unlimited afaik which is insane.
