Need a storage vps in the UK(Europe is fine) to selfhost a personal cloud drive. Need more than 100GB of storage. Price around 10USD per year if possible? (I know this is a very low price)

Unfortunately with the specs you're asking for in that location it's not going to be cheap, you've got a few options.

Then rent a VPS from a provider that is less strict and proxy traffic to Hetzner. You're not going to find a provider that is as cheap and willing to put up with whatever you're doing.

I have a colo for personal use and the only reason I went colo instead of renting is due to the specs of the machine since there's limited availability of high spec'd machines for rent in my area.

Options in Miami are limited, at least when it comes to "cheap" options. It'd be helpful if you gave us an estimate of what you're aiming to invest in your server.

Cheap.
