Plus just looking at the ip whois you can quickly see a residential cable/fiber or even business internet IP.

I don't think that you will be able to find a family IP outside of China, this is probably a feature that exists only in China. Residential IP is another matter, there are sites that sell such proxies

I guess what he need is Residential IP.

Use a residential IP.

I think @kuroit offers residential IPs in that location.
