I feel Spartanhost might be a good option for you as they offer China optimized DDoS protection (via DDoS-Guard), although the server itself would be in the Seattle, USA. Do note the closest DDoS-Guar

DDoS protection or the ability to define custom firewall rules (similar to Datapacket or GSL flexible firewall) would be a big plus for my use case, but it is not strictly required.
