After the initial deployment, clocksource was set to hpet by the cloud-init script. A hard reboot via the control panel switched it back to kvm-clock, and upload speed jumped immediately.

However, now I looked into it more closely, and the issue seems to have been the clocksource; the cloud-init script at /var/lib/cloud/instances/*/data/user-script has a line that sets the clocksource
