No partner NOC offers the solo license as far as I know. You need to purchase directly from the cPanel.

get it directly with your host, usually is $5-$7 monthly, there is no way cpanel solo external license, unless directly at cpanel store. As the license should be bundle with the service under cpanel p

Also do note, We do not provide licenses for Windows, the customer is responsible for the license on the machine.

Please note the client uses on his WHMCS Abuse Manager Pro which means whenever he might receive any abuse report for any of the VPS they are immediately deald with and even automatic suspended!

This is how Hetzner bills the cpanel licenses, from 1st of each month until 30th (or 31th) of each month. You have also agreed on it, when you ordered the license from them.
