I don't think you will be able to rent a VPS at that price in India. May be a VPS in Europe such as Netherlands would be a viable option. But latency will be 100+ ms.

Might be worth sending Siteground a ticket and asking for a specific price if you have no other issues, and say you'll have to leave if not. But I guess if they're using Google Cloud maybe they don't
