It's a gamble. And of course depends on the use case. VPN or tunneling the IP somewhere close by etc. can be a win considering that addirional IPs usually are >1.50 per month already everywhere

That's more than enough for proxy or vpn. They probably already have x2ray (or whatever they use nowadays) installed and resold to china 5-10 users per server for ROI and massive profit in one month.
