I assume his use case is to rip videos from Netflix. Unfortunately all datacenter IPs are blocked by Netflix already. Best bet to do what OP wants would be a high speed residential VPN.

VPN work with IPv6. The crumby part is when the end user does not have IPv6 at all, and there is ipv6 6to4 tunneling. Anyhow, Providers are and should be working towards moving dual stacks to IPv6
