DMCA is US legislation. It's simply not applicable outside the USA / US corporations.

Non American provider, in a non American location = not DMCA applicable.

US owned DC overseas with US network carriers going to overseas facilities will honor DMCA. Just because things are geographically or appear "offshore" doesn't mean it's true. Exampl

Offshore doesn't mean DMCA free. Romania is member of the European Union and I doubt that his data center will not comply DMCA and the EU laws.
