Personally, I have never used virmach for anything important, because from the beginning I considered Virmach to be an inferior, unreliable provider with bad support (with pretty portion of ignorance)

For storage vps, I paid special attention. Liteserver is raid 10, all others, hosthatch, inception hosting, etc, use raid 5 or raid 6. For general vps, I see clearly that php friends, netcup, hetzner

As promised here are the benchmarks results of both the "new"/repaired NexusBytes / @Jord / @seriesn storage VPS and the LiteServer storage VPS.

You have a lot of options within that budget. I'd recommend either Hetzner or LiteServer.

As you said, LiteServer is accessed from China, very slow very slow
