If you don't use much bandwidth, Netcup is fine, but their bandwidth policy is really insane. You get a 1gbps port (shared), but you are not allowed to use more than 80mbit/s for like more than 60 min

I am using NetCup since serveral months now and have just decided yesterday to copy some of the more important stuff over to their service. Cannot complain about anything until now.

So far NetCup 's offers seems to fit my budget and expectations.

NetCup fits the bill, somewhat. They have a 12GB server available for €18.99, notice that the storage is a drop down, so you can change the 60GB SSD for 480GB SAS.

As it stands, I'm browsing reviews of NetCup... so essentially it's a match/beat situation unless I find out they're garbage. I'm cool with annual payments if that makes things a little easier.

Are you personally using any of those netcup servers? If so, could you provide any benchmarks/personal anecdotes on the reliability of their service?

but netcups smaller vserver range is limited to 100 mbit... while that of course should be enough for the mentioned bandwidth I do think a slice of @francisco can't be the wrong choice here either ^^

That netcup 24gb ram rootServer is unbeatable at about 250euros/yr prepay (for non Eu customers - no 19% VAT).

Netcup.eu allows it at an extra charge, they also allocate dedicated CPUs on their VPS root servers. But check if location and bandwidth limitations work with your scenario (search around for reviews)
