You are kinda right but I need something equivalent to AMD EPYC 7B13 at around 3.0Ghz clock speed to comfortably run modded servers. The provider I'm using prices around 48 usd for 64gb ram eypc 7b13

Clock speed alone is not what determines server performance. CPU architecture, IPC (instructions per clock), cache, pipeline efficiency, and overall system load matter as well.
