A hacked (modified) version of the cPanel software where the license checks have been removed? No doubt it is being run by a "DMCA-ignored" hosting provider.

You can use existing solutions like Xtream UI 22F (free) or FastoCloud (paid license), and combine that with Xtream UI load balancer setups to spread clients across x amount of cheap 1Gbps servers bas
