But I still stand by the point that plenty of providers don't charge a location fee. Contabo is ridiculous for doing so (and I am an ex customers of theirs).

For US usually no but that's like 90¢@contabo which is not "that amount or more"

This is a VPS server from Contabo, although they are not good on terms alot since they will delete your server data quite soon when you don't pay your recurring payment to them, probably after a week
