I just migrated some services to Onidel Singapore location over the weekend, and I have been very impressed. The support is incredibly fast and the hardware is excellent.

In this market, the budget seems unrealistic to me considering your requirements. OVH might be your best bet, but it looks like even they're over budget unless you compromise on the specs.
