Ionos are kinda lame for that, but Hetzner and BuyVM don't do that right? Hetzner has well defined caps and I have not had complains from BuyVM for bandwith usage.

BuyVM has free Windows licenses. The 1 GB plan is $3.5, but I'm not sure about the performance for Windows on 1 GB RAM.
