For a normal offer, German providers are hard to beat. Best value for money tend to be Hetzner, NetCup, PHP-Friends and Avoro. In the low end, there's also Contabo.

My $3/year VPS from Virmach is a keeper. Other notable renewals would be a storage vps from liteserver as well as some hosthatch and netcup deals together with mxroute.
